Cash Management:
Administratively responsible for all cash management duties outlined in the VA Financial Policy, and instructions issued by the U.S. Department of Treasury. Responsible for transactions input into the Austin Finance Center and Department of Treasury for cash disbursements and receipts of cash instruments. As an Agent Cashier, incumbent is responsible for modifying and/or changing existing practices to ensure efficiency in operations while maintaining compliance with existing laws and regulations. Reconciliation & Transaction Processing:
Technical responsibility for the maintenance, auditing and reconciliation of accounts and the control of funds related to the Beneficiary Travel Program. Verifies, enters and/or updates Veteran banking information using the Automated Vendorizing Input System (AVIS); audits and processes Beneficiary Travel payments for payment by Electronic Funds Transfer (EFT); liquidates obligation documents after payment processing and prepares daily reconciliation reports. Performs monthly reconciliations of the Beneficiary Travel Program, reconciling authorizations to payments, making the necessary adjusting entries, and properly documenting the reconciliation with the required notations, dates and signatures. Reporting & Accountability:
Responsible for the administration of pre-numbered accountable forms, determining the correct level of inventories, and ensuring the correct appropriations and fund symbols are used on all accountable forms. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-5 position, per 5 CFR 300.604, Advancement to positions up to GS-5. Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Education is not generally applicable at this level, except in those few instances where graduate level experience that is closely related to this experience (i.e. Masters of Accountancy, Finance, Financial Auditing, Banking etc. (TRANSCRIPTS REQUIRED). The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
